The Rock: A possibility, as he has an established relationship with MSB and is obviously the biggest star possible to get. However, he took a lot of heat online for his MSB praising and he's very, very protective of his image. Also not always possible to just have him pop in for a match somewhere .
Steve Austin: He's resisted offers and opportunities to get back in the ring for 16 years now, but these fukks got HBK to drop his cross for a sword and go out there bald headed after a decade. I don't think he's shown any interest in another match, but the pay day would be insane. In fact he usually says after any time he pops up to do a stunner that that's more than enough for him. He has recently said he's in the best shape he's been in since he was active, and even at the time he could have continued with his neck issues but it was a combination of neck issues, knee issues, and general burn out that led to his retirement.
Mick Foley: He has openly made it clear he'd be more than happy to not only do a match in Saudi, but do another HIAC with Taker if they'll give him the money. He made this statement AFTER all the backlash from the Khashoggi murder, too, but that type of behavior of wanting/needing WWE is exactly the kind of shyt Vince will go out of his way to make sure Mick doesn't get that pay day.
Edge: You know this shyt on twitter with Becky makes me think a Becky/Seth vs Beth/Edge thing is in the works. Hard to say how serious the neck injury really was, as "one more bump could paralyze you" has been said about anyone with a neck injury. He hasn't really indicated that he has the itch to be back in the ring, and he seems to have embraced being a family man and has a non-wrestling career that is treating him well.
Big Show: This actually seems like a pretty good possibility to me. He's one of the few guys left from the Attitude Era/Ruthless Aggression era that is even still around and a possibility. By the time of the next show in November, it will have been a year since Show appeared at all, so it could easily be one of those shytty OH MYYYYY moments for him to return like he's some big time legend.
Batista: A long shot, he made it clear he only came back for that HHH match and was done for good, also has no problem telling big money to fukk off if it's not what he wants to do. With how gassed he got at WM, he would fit in pretty well, though.
Booker T: Seems more likely to be included in a battle royal than big time match. His run as an actual main eventer in both WCW and WWE were pretty short (both under a year) and his WWE one was sandwiched in the dark era between Eddie and Benoit dying that the company tries to forget. On the other hand, he's one of the very few left from that era that can even possibly get in the ring.
Sting: Still says he'd do a match with Taker, but much like Austin and Edge, it's hard to say how serious his neck issue is and if WWE would put him in the ring again to begin with.
Kevin Nash: Actually kind of surprised they didn't bring him to one of these shows yet, even if just for the battle royal. He obviously can't do shyt, but that hasn't stopped them from booking Taker on these big shows to have terrible matches for years.
Off the table: Hulk Hogan (back would literally explode), Ric Flair (would literally kill him although I'm sure he's dying to get in on this shyt), Bret Hart (obviously), Ultimate Warrior (dead), Randy Savage (dead), Yokozuna (dead), King Kong Bundy (dead), Giant Gonzalez (dead)
I mean really, if they can't get Austin or Rock, they're going to have to book him with newer guys or just not book him at all. And the options are so slim and Taker is so awful it might be better just to fly his old ass over there and leave him.
