Uh there was plenty and still are plenty of folk living in poor communities that simply weren't afforded opportunities and tbh a lot of neighborhoods, I don't know THAT much about Watts but a lot of neighborhoods were not really that bad off (outside of lack of opportunity) until the crack trade took over.
