Ra's Ah Ghul or Vandal Savage, better villain?

I like both Vandal Savage is underrated but Ra's is The Demons Head, leader of the League of Assassins and one of the few people in the DC Universe that Batman doesnt talk to like a child.

Ra's is the godfather to Batman style in so many ways and the one of the few people Batman views as an equal.

Not at the slightest.

Ra's wants to protect the environment and wipe out 90% of humanity. Similar to Poison Ivy, an ecoterrorist that do whatever means to protect the Earth. Ra's even went up against alien threats like General Zod for that. The Lazarus Pit keeps restoring his youth

Vandal Savage is just a brute conquerer from the caveman ages that slept near a fallen meteor, and gave him eternal life and damn near immortality. He played all of history's biggest dictators and warlords out of selfish pursuit on humanity as a whole.
