Well, a lot of the reason he’s considered a bust is because he hasn’t shown he’s good enough to take the field. With Lance, he wasn’t at a power conference school during college, and a lot of his “hype” was just based on potential. I do think there are players that were scouted much more than him and were more “sure fire” picks that ended up being just as bad (so far). However, a major part of him being up that high on the list is clearly because of how much was given up to get him. It was a kings ransom.
I think this is where the conversation has gotten spun to put the issue on the player and not the team. Just because the San Francisco 49ers made one of the WOAT draft moves ever doesn't mean Trey Lance is a bust. It's not his fault they decided to trade up for pretty much a Coli breh

I know not everyone on that list as a first overall pick, but I think what you said is why Leaf is behind Russell. Jamarcus was picked first overall and had a lot of issues, just like Leaf. However, Leaf was selected behind an all-time great QB, and that means the Colts didn’t make the decision to choose a bust. I think when you think about “potential”, people factor in the arm of Russell and how we never got to see him have a long career with this potential.

"If you had to choose a quarterback, who would you pick, JaMarcus Russell or Brady Quinn? Both have strengths and glaring weaknesses. It goes down to which guy is most coachable. I might take Quinn for that reason. But, pure skill with a ton of work to do, it would be Russell. If you put a gun to my head, I would pick Russell. But he comes with a lot of risk." -- ESPN's Merril Hoge
"He has a cannon for an arm, can make all the throws and has great size. Heck, he looks like a tackle playing quarterback. I just don't see the pinpoint passing, the great timing of the throws or his feel for the pocket. He's careless with the ball, at times, and he struggled against the better college defenses. Can he develop into a quality NFL quarterback? You bet. Would I take him with the first overall pick? No way. As of now, I have him rated at the 20th-best player." -- CBSSports.com's Pete Prisco

Russell was big and had a cannon arm and his competition that draft was Brady Quinn.

Peyton Manning is on the short list of most sure thing QB prospects so Leaf being compared to or even seen as better than him makes him a bigger bust than Russell. It's not even close considering Russell was a better player on the field than Leaf. 2 TDs and 15 INTs is insane.

Yes, but Leaf was NOT picked in front of Manning. That makes a difference here. If someone says Leaf is the biggest bust, I'm not going to argue it. I'm just saying why people might consider Jawalrus a bigger bust.

Blackmon In at 10 feels a bit unfair. Didn’t he have a ton of mental health issues which led to alcoholism and other problems? Maybe he was a ‘bust’ value-wise, but there are loads worse. The trade up for Trubisky and the fact that he couldn’t throw to the left of the field seems much worse to me, particularly if you look at who was picked after him.

He was good in his rookie season, too, Blackmon.
