If you tought that the film was overlooked, you should have at least described it better by giving links to critics and stuff. The name of the movie is Seediq Bale (Sàidékè balái) and is actually both produced and directed by Te-Sheng Wei (John Woo being one of the producers).

Basically watched every foreign film on Netflix. Seen this months ago. Y would Hollywood make more than a few non white bad guys ? That wouldn't reflect reality. Movies made in Hong Kong, Thailand, etc, show Asians mostly Japanese as bad. If the story spills over into more modern times then the obvious evil will b white regardless where on Earth the film is made.
Some African movies have bad guys from other African nations w white people as an influence.
IP man is a good example. Japanese then "white devil" is what they call the bad guy in part two.
