I don't know what the technical term for it is, but it's like an extra 'slap' in the drums at the end of the loop. It happens quite a bit in boom bap. It's ILL. I've always wanted to know what that's about.

and if what I'm saying is unclear, check out the times when it doesn't happen

As others said, it's a snare off beat. I think the producer did that to compensate the sample chop, probably that particular chop or sample slice had a snare on it already and he put a snare over that part to cover the original snare from the sample.

I do that sometimes if my sample has a snare on a particular sample slice I want to use.

Most boom bap beats use that technique in the song above because the drums for a boom bap beat are different from the traditional hip hop beat. They usually have a swing to them (slight off beat on kick, snare, and hi hats). Then they add a very off beat snare, this helps the drums sound less like a loop and more unique.

or could be a double trigger on a sample.

could also be a loop point,

it's plenty of ways to reproduce that aspect you've pointed out OP.
