Question about Lex Luthor from Smallville

For those who watched Smallville in this clip Cassandra shows what Lex Luthor's future will be like. The vision shows him eventually becoming President of the United States.

My questions is, is this vision supposed to represent Lex Luthor starting World War III/causing a nuclear war? If so, what are his motivations for doing so? I though his beef was with Clark Kent/Superman and he wasn't necessarily a war monger?

it a scene forshadowing what he will become and a nod to the comics, lex was my favorite character because even tho u saw how he ended up the show and actor did a great job of showing how he started off as a pretty good guy,

this nikka clark was a scumbag
