Question about filming in the streets or public place

So, if you want to film something low budget for a Youtube show or something like that, what are the rules exactly as far as filming the public? I know that if someone doesn't want to be on camera you can blur out their faces. Also, I guess you can also have people on camera say that they agree to be on camera or sign release forms.

But what about stuff like this?

I don't think that everyone in this skit was in on it. And after he filmed it, I don't think he asked if he could use it on the show. So how does stuff like this and all the other in the street stuff work?

Anyone have any experience?

Everyone in that skit signed some papers and they had to get permission to film there.

A former production teacher of mine has filmed 2-3 movies in America and has made over 10+ indie euro film festival stuff and she said the biggest diffierent filming in Europe and America is that when people in Europe see you filming they don't care and move on. In America, if you are filming in a house/apartment, the neighbors go out of their way and try too disturb the production by mowing the law, playing loud music etc so they have to be paid to not be a dikk.

I don't know about Europe, but in America, it really isn't worth the hassle to try and be slick about it.

Am I trying to make money off of it, not at first, and not directly, but eventually probably

I don't believe that everyone in that skit I posted signed a waiver. Where would they find the time? Regular everyday people don't like giving out there signature like that. Plus, its on the subway so people will be getting off at their stops before having a chance to sign such an agreement, right?

Yo, i appreciate the expertise, man. They gotta sign something, right? Its not enough to have them just say on camera that they're okay with the footage?

Also, is there a book or website that breaks this down more? Thanks.
