He didn't want fab to use the beat because he goes at Weezy (dude produced beez in the trap for Nicki) so fab got just blaze to make a new beat in the same spirit of that one.

I think Kenoe should leak his version of the beat and let us decide if it's a bite or not
So basically they had Just Blaze remake a beat the nikka Kenoe didnt want them to use. I mean something like this is hard to fault any party involved. I mean Kenoe has a right to respectfully decline something because he cool with Wayne and didnt wanna burn that bridge. But If Fab and them wanted that sound they have right to go and get it elsewhere. And Just Blaze has a right to not turn down a check, I guess it may be somewhat morally unethical as there is a some what code between musicians, priducers, beatmakers but it aint like Kenoe wasnt presented the opportunity

just blaze has been called a beat biter many times, and this time is so obvious that he wont even deny it
