In a discussion on his Kurt Angle Show, the WWE Hall Of Famer discussed how Kevin Nash came up with the concept and presented it to TNA management.

It was really cool to be able to bring all these guys together, and have a faction with the wrestlers that had the huge success. Kevin Nash and Booker T and Scott Steiner, Sting, Kurt Angle. It was a really cool faction. And Kevin Nash came up with the idea and concept, and I thought it was awesome… Kevin presented it to the writers, and the writers spoke to me, and I was game. I was on board with this thing. And so we started with Booker T versus AJ, and I assisted Booker T in the win. And that’s how we all began the storyline.

Man there's just so many juelzing from all the bookers in both WCW and TNA, all of which have the capacity to produce pure bullshyt as well as Russo can. I honestly do not know who to credit with which storylines... Nearly everyone caps about the timelines and specific instances of good and bad booking.

Laying the seeds for Undertakers return and takeover in 1999, Vinces face turn that was natural and made sense after being the ultimate heel, and then kicking it into overdrive right after Mania 15. They ultimately didn't end the story well (higher power), but the couple months from Mania 15 to the Vince reveal were getting even higher ratings than the Austin vs Rock/Vince angle.
