India is corrupt as fukk. When I first arrived and was still in the airport, I saw 2 extortions happen right in front of me. Customs agents were demanding money from random people to let them bring certain things with them, and the other officials were demanding money to even let people leave the country. It was all out in the open.

I'm not mad at the little bribes or whatever that's a small issue compared to what we're talking about in the OP which is mafia-scale scams

No doubt, but it was a real shock to see that kind of thing right out in the open, and I think it contextualizes the stuff in the OP even more. We can speak of a culture of corruption that permeates all levels of bureaucracy.
for sure but I tend to think of the large scale scams as more of an inefficiency problem you know? The criminal enforcement angle is required but when it comes to things like subsidized food being siphoned off we need a technological solution to track and store and see where things are going in the supply chain
