Intimidation. The cops probably lied to the person and said that they are 'breaking some sort of law if they didn't hand the phone over.'
If you watch those videos where cops interact with people that know the law you realize how Cops use intimidation to control people.

In every video the cop gets tough until the person starts spittin law at them and asking the cops questions to shyt that the cop is supposed to know, that's when the cops automatically backs down cause the don't want to make them selves look bad.
Most cops don't know the laws that are out there to enforce.
It sounded like they kept her from leaving her house until they could get some crooked judge to sign a search warrant allowing them to confiscate the cell phone as evidence.
I can't fault her but the best thing she could have done would have been to upload the video to the net while the cops were getting the warrant.
She probably told the 911 operator because in the heat of the moment she probably thought the 911 operator was there to help her and not just rat her out to the local PD that they better get that cell-phone before the video gets out.
