its always hard to tell because usually people who claim shyt like this are pathological liars. I mean i think everyone at some point gets accused of doing something they didn't do(im not even talking legally just life in general) but these people are either liars or they are constantly putting themselves in the wrong place at the wrong time, or maybe they just look guilty.
