As someone fluent in shytty white people parenting, I can try to explain what I think happened:

Kid felt he was too old to be walked to the bus stop, probably threw a fit and said his mom embarrassed him.
Dad decided “if you think she’s embarrassing, wait til you see this” and proceeds to put on a dress.

Is it crazy? Yeah, a little.
Is it effective? No, probably not.
Will it lead to the kid resenting his parents for being fat idiots? Absolutely.
