Outrage over Amnesty International report finding that the Ukrainian army put civilians at risk

The director of Amnesty International’s Ukraine office resigned on Friday to protest a lengthy statement by the wider organization that accuses Ukrainian soldiers of employing tactics of war that endanger civilians.

In what it called an “extended press release” the group said on Thursday that “Ukrainian forces have put civilians in harm’s way by establishing bases and operating weapons systems in populated residential areas, including in schools and hospitals.”

News of the statement ignited an internal debate in Amnesty International and was met with widespread and almost universal condemnation in Ukraine, which has been defending itself against a Russian army that has vastly more firepower, which it has used to decimate urban areas and to torture and kill thousands of civilians.

The news release said that the organization’s findings in no way justified the Russian forces’ tactics, and that Amnesty International had previously documented Russian war crimes, but that was not enough to placate the group’s critics, including its Ukraine director, Oksana Pokalchuk.
“If you don’t live in a country that’s been invaded by occupiers who are tearing it apart, you probably don’t understand what it is like to condemn the defending army,” she wrote in a Facebook post announcing her resignation after seven years with the organization. “And there are no words in any language that are able to explain it to someone who has not felt this pain.”

She also worried that the statement, which was prepared in the group’s main office, not by its Ukrainian arm, would be used and abused by the Kremlin. “Without wanting it, the organization created material that sounded like support for Russian narratives,” Ms. Pokalchuk said. “Seeking to protect civilians, this research instead became a tool of Russian propaganda.”

Internally, some employees said that while it was important to call out potential Ukrainian violations of the laws of war and practices that could endanger civilians, the accusations presented in the statement and their wording were too vague. That is partly because the rules on soldiers carrying out their duties from civilian areas are murky, analysts say.

President Volodymyr Zelensky of Ukraine accused the organization of trying to “amnesty the terrorist state and shift the responsibility from the aggressor to the victim.”

“Aggression against our state is unprovoked, invasive and openly terroristic,” he continued in his nightly video address on Thursday. “And if someone makes a report in which the victim and the aggressor are allegedly the same in something, if some data about the victim is analyzed and what the aggressor was doing at that time is ignored, this cannot be tolerated.”

Isn't this the same argument Palestinians make against Israel?

This entire Ukraine vs Russia thing really seems like a massive marketing campaign.
Nobody knew Zelensky now and now everyone considers him a hero.

On DAY 1 Ukraine got massive western support, DAY 1.
Meanwhile in the middle east we hear silence for a 20 year war/occupation while the massive support being received from the west live in the same country where their country is the aggressor in this 20 year war in the middle east.

And now it seems like Ukraine is hyper-sensitive over any critique, which takes a page right out of Israel's foreign affairs book.

But alas the west must show support for their blue eyed brothers and sisters no matter how much of the people's money is being sent to them.
And nobody in the United States even know where that money is going or what the long term plan is.

The needless whitewashing of all things Ukraine is tiresome. Ukraine/Ukrainians don't need to be perfect to be supported with aid or blessings. Conversely, not all critiques of Ukraine and its Western-backed allies should be considered supporting Putin and Russian aggression.

In May this year, I was sat around a table with Donatella Rovera, Amnesty International’s Senior Crisis researcher predicting their upcoming report would land like a lead balloon. We were in the kitchen of our hotel in Kramatorsk, the administrative capital of Ukrainian-controlled Donetsk and we could hear the boom of artillery outside our windows every hour.

Rather than expressing shock at the relentless Russian bombardment, the Amnesty staff seemed much more concerned with the fact that a Ukrainian army unit had taken refuge in the basement of a college building.

We’d all been to the building: an abandoned language school in the frontline town of Bakhmut which had been turned into a temporary barracks for a Ukrainian unit. This is not a war crime. A military is perfectly entitled to set up in an evacuated educational institution, although of course that building can no longer claim civilian protection and there was a mainly abandoned civilian apartment block over the road, which had not been fully evacuated.

But Rovera was insistent that this military presence in a populated area was a “violation of international humanitarian law”’. When I pressed her on how the Ukrainian Army was supposed to defend a populated area, she said that it was irrelevant.

By that logic, I continued, Ukraine would have to abandon the major locations such as the city of Kharkiv. “Well, they must avoid as far as possible taking positions in a populated area,” she replied. “International humanitarian law is very clear on this.”

I suggested her coming Amnesty International report would be received badly if it failed to differentiate between defensive and offensive operations in urban areas. But it appeared the authors’ minds had been made up: Ukraine was endangering its own civilians by the mere act of attempting to defend its cities.


We saw that same logic on here when the tankies were saying if Ukraine would simply lay down then less civilians would die. It's their own fault for not letting Russia just take the country.
