Marvel have quietly released a digital comic called Avengers: Age of Ultron Prelude - This Scepter'd Isle, and it reveals how the sceptre went from being in the posession of Earth's Mightiest Heroes in The Avengers to Baron Von Strucker in Captain America: The Winter Soldier. Like Agents of S.H.I.E.L.D.'s Skye, Pietro and Wanda are seemingly Inhumans as "Strucker, acting on behalf of Hydra, used the scepter on test subjects in the fictional European city of Sokovia to "unlock" any powers they might have." As you can see from the panel below (via Newsarama), they're also WILLING test subjects and NOT captured by HYDRA. That's an interesting twist, and you have to wonder how this ties the INFINITY
