One single red bump at the base...and now my brother is freaking out

so my young brother calls me about an hour ago and tells me that at the base of his penis he has a single red bump on the right side, he says its gotten larger recently and is afraid he may have an std. I asked him if he has recently shaved down there because we all now we get hair at the base. He said yes about a 2 months or so ago and that a few days later he noticed the bump but it has gotten bigger and he was under the impression that those bumps go away within days. he is making a doctor appointment tomorrow but i told him that if it was an std he would have several bumps at the tip rather than 1 single bump at the base
