The Rougeau Bros. were a personality-lacking, totally non-descript tag team for two years, one of the very few babyface acts that used to get booed. No matter how much Vince attempted to push them, the crowd wasn't goin' for it. Came there in 1986, and by '88 were gettin' nowhere.
After Mania IV, they started to cut promos about how some of the American fans seem to not like them, but they love the great U.S.of A.
Then they started waving tiny American flags to show the fans that they're not like Dino Bravo because 'they seem to be confused'. They also add "Fabulous" to their name.
Then they start talking about great American landmarks and getting their names wrong... they also start attacking opponents post-match and cheating. Vince and Jesse begin to acknowledge on commentary that the Rougeaus are beginning to show a different side.
They start to really push a disingenuous, patronizing pro-USA gimmick, where they claim they're "soon to be moving to the United States". Meanwhile they begin to act more assholish in matches against fellow babyface teams such as the Killer Bees and The British Bulldogs.
Then, despite earlier statements that they'd never associate with him, they announce Jimmy Hart as their new manager.
This turn burned over the course of four months. Not a turn anyone talks about nowadays, but one of the best of that era. They probably should've gotten a much better push considering the way they pulled this turn off.
