This is a poorly written and highly biased article. The author goes as far as to blame Obama for declining enrollment rates at HBCUs. 
As I understand it, the tougher credit criteria is just for parents, students can still take out loans in their names.

This is messed up, but this may be kind of good. I'm not giving Obama a pass, but a lot of kids are having debt out the ass, and won't be paying that back anytime soon. If anything, hopefully it leads to more blacks going to Commuter schools or venturing out to sonethig else( Internet money, trying to start a business, or construction)

Why is everyone surprised? all Obama does is put black people down, black people are worse off statistically under his administration. Obama only cares about his white masters, it's good to see black people especially the young black people, see through Obama's b*******. 
ntm, I don't know anybody who actually plans on paying these loans back on time.
We need this challenge to challenge our innovation.. we go in, get loan, get social science degree, be in debt, stay stuck in BS job. fukk that.. any challenge makes a black man stronger, so hopefully we are better off because of this.

Its worth noting a few more facts about the federal parent PLUS loans. The interest rate is fixed at 7.9 percent, which is higher than the rate for federal Stafford loans to undergraduates. Until July 1, the Stafford subsidized loan rate is 3.4 percent and the unsubsidized rate is 6.8 percent. On July 1, unless Congress intervenes, the 3.4 percent rate for subsidized Stafford loans will double. (The subsidized loans, for students in financial need, do not accrue interest while the students are in school.)
