amazon will agree to "fund STEM programs" and "develop innovative programs to blah blah blah" and "partner with XYZ school, which is located in a this/that black or brown community
the last part is important...by tilting any additional benefits heavily towards black communities, they put potential "no" votes in a sensitive position

People were jumping up and down thinking there was actual change. Developers RUN both NYC and Chicago. They. Never. Lose. Massive TIF funds that everyone knows is basically a slush fund to pay off political supporters/contributors with tax dollars for 20-30 years at a time. Gov't spending BILLIONS for massive infrastructure projects demanded by private developers. Even the guy they ended up selecting to head this board is in on it. He knew it was public relations. Everyone saves face. And at the end of the day, enough of the City Council will bow down.
