No Limit Top Dogg is better imo as it showcased Snoop going back to his West Coast roots and showed that he still was among the best of the game in the late 90s after his terrible and disappointing Da Game Is To Be Sold Not To Be Told debut on Masta P's No Limit Label.
Although Tha Last Meal is a continuation of Snoop highlighting his West Coast roots, and marks the end of his No Limit era, something about the album feels and sounds very generic, maybe too much synth or whatever but it feels cheap and doesn't do what No Limit Top Dogg did for Snoop's comeback attempt.
I will say that the difference between No Limit Top Dogg and Tha Last Meal is that despite Top Dogg bringing Snoop back to Cali it still has a sprinkle of that Southern/No Limit sound to it whereas The Last Meal sounds fully West Coast as if P decided to let Snoop, musically, do whatever since it was his departing record.
Personally, my favorite Snoop albums are Doggystyle, Tha Doggfather, which, despite its flaws, is still prime Death Row era Snoop, and No Limit Top Dogg for its vibes, which reminds me of The Wash era Snoop Dogg.
