In addition to all of the requirements in Section 4.3,
an officer may only use deadly force to apprehend a fleeing suspect in the rare case when
the suspect’s escape would create an imminent danger of death or serious bodily injury to
the officer or a member of the public if the suspect is not immediately apprehended.

The law enforcement executive shall
also conduct an annual review of use of force incidents in their department. The review
shall include, at a minimum, the following:
(a) analytical reports from the Attorney General’s Use of Force Portal;
(b) an audit of body worn cameras and other videos on a risk-based and randomly
selected basis;

(c) any internal affairs complaints; and
(d) an analysis of the uses of force to ensure that force is being applied without
discrimination based on race, ethnicity, nationality, religion, disability, gender,
gender identity, sexual orientation, or any other protected characteristic.

Every use of force must undergo the following
procedures for a meaningful command level review pursuant to a written policy
established by the law enforcement executive:
(a) The meaningful command level review of the incident shall be undertaken by at least
two levels of supervisors. These levels may include the immediate supervisor,
internal affairs, training officers or command staff.
At least one reviewer must be two
levels or more above the officer who used force;

I actually think it's a big step in the right direction for the state. In terms of practical police reform measures than can be enacted.

Bail reform has already happened in Jersey, and now a statewide system for accountability for police officers. We can monitor the effectiveness of these steps moving forward, but these are major steps.

Bail reform has already happened in Jersey, and now a statewide system for accountability for police officers. We can monitor the effectiveness of these steps moving forward, but these are major steps.
:ehh:Fair enough... although I think right now is the time to swing for the fences while the momentum is on the side of reform.
The changes below were what i was really hoping for.



-Civilian review boards with firing power
-Mandatory bodycams. Not operating a camera is a suspendable offense, and all cam data can be obtained by request.
- Settlements paid out from union dues/private insurance policies/pension funds.
-Abolition of qualified immunity and civil asset forfeiture.
-Dissolve police unions.
-Demilitarize the institution of policing.
-Go back to community policing where each neighborhood knew the cop that walked that beat.
-End the drug war
-Stop allowing departments to keep money from traffic stops, civil asset forfeitures, etc.
- police officers with more than 2 complaints will be put in front of a review board and vetted out thoroughly. Review board will consist of various professionals and community leaders. Pensions will be affected based on number of complaints and convictions may follow accordingly
- officers involved with law suits will have money taken away from their pension and their supervisors pensions

Who is the law enforcement executive and how do they get that position? The reforms are great but I’m worried about enforcement and real consequences for officers that break these policies. Without consequences these are just words on a paper.
