Brehs. My little girl is forever streaming some movies on her damn cell phone messing up me and my wifeys program viewing and game playing. Is there a way to prioritize the connections to the wi-fi based on priority and device?

I don't think it's possible without a professional grade router/modem compared to the consumer one you probably have. You'll probably need to login to your router/modem and check your options/settings.
The best way to get around this without upgrading your modem/router is to make sure the connections you need prioritized are plugged in rather than wireless.
