It is to give them a full casino gaming license so they can have table games, etc. They're building a hotel, performance venue, all the works and say it will be the biggest casino floor in the world 350k square feet. As of right now, it's just a race-ino. But it's only 3 licenses up for grabs. Caesar's and Jay-Z, Nas and Resorts. And it's other casinos obviously like Wynn and the like that will try to attain a license
