Because hes not trying to make an all NY album. Nasty is no different than Talk of NY or any other nas NY track hes made since 04..Doesnt deserve to be on the album.
He went the universal route while maintaining his NY roots. Black Bond and Nasty would have been overkill and sonically would not have fit with the theme of the album.
