It's a long article. I'll give you the Cliff's Notes. Energy and environment people were touting using ethanol as a way to fight greenhouse gases. So, there was a big push to grow more corn to create more ethanol to add to gasoline.
The thing is, Obama is not an environmental subject matter expert. He's interested in it and is concerned about it, but he relies on those around him to provide detailed information. This applies for pretty much every American President. No one is a jack of all trades. Their cabinet makes them look like one. I don't really see it as Obama's green power push, but it's a continuation of the environmentalist's push for ethanol use that got its start during the Bush administration.
So, the big problem I see is a future Dust Bowl II, or what happened during the Depression era. There was over-planting to where the soil eroded. It's happening again.
Regarding E85, yes, it's a bit cleaner than gasoline without ethanol but the cost involved to make ethanol is starting to cut out benefits.
