Did some reading and back in the late 90's they convicted a whole gang of city workers in NYC for Tax Evasion...
One guy was a police detective...

People working for their city government yet spitting that "I'm not apart of the system" business...

Friend, it isn't that easy. I think if you can prove you needed to fish a few times without a license to survive, the courts would be lenient on you breaking the law. A lot of jurisdictions explicitly make an exception inside the law for this exact case (imminent survival). The reason we need fishing licenses is because greedy people and capitalists will set up shop and over-fish. What's to stop someone from pulling up their truck and just throwing a huge net out there? We need a system to dictate public land use. As far as taxes, you pay taxes to the government for the exact same reason I stated above.

Send an inspector to his property to see if hes overfishing or using the land for capital gains. Its pretty simple friend. Hes just living off the land in a remote region with no civilization. Lets act like hes a chef and let that man cook, friend.

i dont think they are being singled out, they are being audited like many americans. the only difference is instead of rectifying the situation, they use defenses that dont work

If he is not living within society or afforded any of civilisations benefits like running water, electricity and outside city limits far enough it makes sense

But that isn't the case. Rivers flow downstream. Lakes belong to the public. It's public land.
