Both are powerful at reality bending but I think Pennywise has the same weakness as Freddy Krueger. They can use your imagination against you but you can also flip it back on them.

Pain vs Fear...I don't think Pinhead can be scared which is advantage Pinhead, but he also has been hit with nostalgia from old photos and turned back to a more human version briefly and then lost to a cenobyte that had JUST got his powers. So It might be able to dig up some shapeshifting nostalgia for an easy dub.

I'm going Pinhead though. I can't see him getting scared and It flees from people that don't fear him. Pinhead's got hell behind him.
