Unfortunately these situations call for an El Salvador style response.

Everyone knows the people responsible. They don't hide anything.

Absolutely there are other more complicated underlying social/historical/economic forces at work.

But you have to stop the bleeding/ infection (the fear/violence/terror) from the body (the people) before it can be fully healed.

Yeah, the gang members and leaders are very brazen. Since there's been no actual government in the country for a while now, they act with impunity and everybody knows who they are. They have to be eliminated. They've gone too far for any other response, and have to be removed before they victimize more people.

The "coddle prisoners, let's examine why they did it" shyt doesn't apply here.
