It wouldn't be Cotto, because Cotto has no intentions on moving down in weight. In order for this to work, his opponent would have to make 147. By making 147, you make the weight limit of both 147 & 154.

Hell, if Mayweather starved himself & made 140, he could face Danny Garcia & then you could have 3 weight divisions on the line.
