Yeah because Bush would be able to put on his cape and singlehandedly fly in and blow the water away before the weak levies could break. The local state government ignored the warnings and didn't upkeep the infrastructure and did one hell of a shyt job. control policy implemented. if Bush gave more money to Africa than any
other President, then that means he just tried the hardest to reduce the population of Africa.
