He is old hat with the play, a little bit of public generosity, and he takes his liberties on the back end, back room hand shakes, and the guy has built up enough good will that he can get away with anything, and eventually, when the light gets shined on his "slip ups" a bunch of people are gonna be lined up to speak his gospel, what a great man he is, he DEFINITELY isn't what "they" are accusing him of (hypothetically, as far as I know he isn't in the hot seat for anything)

Texas is a state with low voter participation. One of the worst in the country. The GOP decimated voting in the state with gerrymandering and making it hard to vote.

Despite all of that, the '22 midterm numbers were a fckin shame (especially since the '20 numbers were historic). The possibility to get it right is there, the people just have to care enough to get off their asses and cast their ballots.
