I think they will, though depending on how often he changes forms it might not be that noticable. He'll probably step in once they realize they can't really control Blonsky out in the field like that.

I think it will be similar but have major differences like,

• It won't be a secret program. It will be the opposite the government will publicize them as the new Avengers
• They are not criminals trying to reduce their sentence. They are just a little less than heroic. You see John Walker and Yelena, they are treated less than heroes but far from villains.
• They are actively participating voluntarily, there is no blackmail going on.

This will do a good job of separating them from the suicide squad
