is it the dumb, but slutty Harley from Assault on Arkham or the classic Harley? (yes she wasnt always the smartest, but you could at least have some sense she use to be a doctor)

It's probably a mix of both.
I can imagine Margot auditioned very well, simply based on how convincing her Long Island accent was, it's not too many registers away from Harley's accent.
