A Billings man facing multiple charges after reportedly ramming a police car on Thursday and yelling for officers to shoot him was in Justice Court on Monday.

Michael Ostby, 28, appeared by video in front of Yellowstone County Justice of the Peace David Carter, who set his bond at $90,000.

Ostby is charged with felony assault with a weapon, felony criminal mischief and misdemeanor criminal possession of dangerous drugs for Thursday’s incident.

He was also charged with felony assault on a peace officer for an incident at the Yellowstone County Detention Facility on Friday. He’s accused of dragging a detention officer into his cell before punching him in the face a dozen times.

He is expected to appear on both charges District Court on May 18.

According to charging documents:

On Thursday officers were called to 139 Prickett Lane at 11:30 a.m. after a disturbance between a male and a female was reported.

According to the woman who called 911, Ostby, her boyfriend who lived with her, was upset at a male who lived in Cody, Wyo., and owed him money.

The woman said he began kicking holes in a wall before she fled to call 911.

When officers arrived, they were told that Ostby had left in a blue 2000 Chevrolet S-10 pickup, and he had told her that if he was contacted by police, he was going to attempt “suicide by cop.”

While speaking with the woman, officers heard a vehicle accelerating down the street toward them.

Ostby drove his pickup into the driver’s side an unoccupied police cruiser, totaling the car.

Ostby got out with a tire iron and approached officers, yelling for them to shoot him.

While one officer focused Ostby’s attention at gunpoint while keeping a safe distance, another officer moved behind Ostby and used his Taser, hitting him in the back.

Ostby dropped the tire iron and fell to the ground.

Officers handcuffed Ostby and took him to the Yellowstone County jail.

Officers located marijuana and paraphernalia in the home.

On Friday, detention officers noticed a disturbance in the jail’s dayroom and asked what was going on.

Ostby responded with “sarcastic and profane remarks,” and was ordered into his cell.

A ranting and cursing Ostby was followed to his cell door, which was closed.

Once the door was closed, Ostby removed his shirt, put it around the toilet and tried to strangle himself.

An officer ordered Ostby to stop, but Ostby tightened the shirt in a loop around his head.

The officer opened the door and Ostby jumped at the officer, bear-hugged him and dragged him into the cell.

Ostby then repeatedly struck the officer about a dozen times and kneed him in the stomach. Multiple officers were needed to restrain Ostby.

The officer, according to court documents, received facial injuries and required medical attention.

Interesting... not sure how they do it up there in Yellowstone but if anything this is how the recent incidents with unarmed black men should have concluded. Trip to jail, charges appropriate for the crime, no families grieving, no extensive bbiased news coverage, no marches to tell folks our lives matter like that ain't a God given right.
