You might be referring to Grant Morrison's run on X-Men, but Maggott was created before his run began.

You're right, but I meant moreso in terms of writers at the time gaining an understanding of the value of creating their own characters and being credited for it in the long term. Once Marvel had to give had to pony up with Stan Lee, the gate opened a bit.
