Tell him to put money up now.
Give him a real date, real money obligations to meet up front and hold him to it.
If he doesn't pony up the money, then tell him you can't do business with him and always remind him of why, because he didn't follow through on his commitment.
Thats if you want to keep him an acquaintance or friend.
If you don't care, just tell him, its your business and you aren't telling him anything because he isn't involved in your business.
