I'd say Im about 80-90% confident this story is true.
Lanny Poffo (The Genius, aka Macho Man's brother for the uninitiated) conducted a shoot interview, where the host asked him point blank about the rumors. His response follows:

If you read the transcript, and know anything about the relationship of the male Poffos, they are/were very close. Lanny is very defensive about Randy and aggressively preserves his image, so the fact that he failed to debunk the rumor, and he was supposedly "scared" to ask him in the first place, is practical confirmation of the story's validity.
This is in conjunction with Vince's bizarre hostility towards Macho (also in the shoot Lanny said Vince never called the fam to offer condolences over Savage's death). It's obviously not because Macho ditched Vince for WCW, given that all his major stars bounced, and he welcomed them all back with open arms.
Hogan failed to debunk the rumors, Steph/HHH/Vince's side failed to do so as well. Also if you read the Lanny shoot transcript the rumor makes even more sense: macho was very bitter towards Vince for the way he was being used as a commentator, and he was also coming off of a messy divorce from Liz. Enter a teenage, naive Stephanie.
