Over 280,000 women aged 13 and older are living with HIV in the United States, and 7,402 women were diagnosed with HIV in 2015. Black/African American* women continue to be disproportionately affected by HIV, accounting for 61% of recent diagnoses but only 13% of the female population. The HIV diagnosis rate for black women remains 16 times as high as that of white women, and almost five times that of Hispanic women. (CDC factsheet) Though most women who get HIV get it through vaginal sex, women who inject drugs are also at risk for HIV.
Despite these numbers, we have seen great progress in recent years in reducing HIV among women. From 2010 to 2014, new HIV diagnoses declined 20% among all women and even more (24%) among black women. With heroin use on the rise in White America, Black women are still accounting for the majority of new diagnoses? I find it hard to believe that these heroin users are practicing safe needle use en masse.
I'm not saying that these numbers aren't accurate: I know for a fact that way too many Black women who are not practicing safer sex; but a lot of White women aren't either. I'd like to know the methodology as to how they acquire these data: e.g. public clinics vs. private facilities; making sure their WOC sample isn't over-indexed on public clinic data; etc.
I do believe that TPTB has a vested interested in making sure AA women are ranked at the bottom of nearly every study that exists. When ppl feel poorly about themselves, it makes them feel better than POC are worse off.

I attended an HIV town hall meeting in DC one year and learned quite a bit about power dynamics that lead to this. There were a few sessions that taught women strategies on negotiating condom use. Some women who were reluctant to insist were fearful the man would leave them. Some didn't want to be alone but some were dependent on the man for housing or money. It's tough.
