The Iconics. Both got thrown out like garbage and are a total non factor.
Nattie: enhancement talent status.
Men:

Ty Dillinger : cleared to wrestle but not back.
Bray: same as Ty
Jason Jordan cleared to wrestle but a total non factor.
Rusev: loses his belt on the pre show after 1 defense. Doesn’t make the rumble. Might as well go to AEW.
Big E and Xavier. Were total non factors in their rumble appearance. Won’t get shots in mania against Shane and Miz.
USO brothers. How they didn’t make the rumble is a mystery.

OP list is pretty accurate.

Tyler Breeze is officially buried. They tried to use him in random matches recently on like NXT, but yeah, he's somebody that could probably be better off trying to get on as a Jr. Heavyweight in NJPW.

He's been out with a serious neck injury and has no timetable to return. He's currently working as a Producer for them until he gets cleared
