Fury realizes that it's possible or even probable that more of these threats exist and what the world needs is more heroes. He writes up Phase I titled "The Avenger Initiative".

What did Nick Fury do for the 13 years while he is employed by S.H.I.E.L.D. and in search of heroes?
At some point he seems to recruit Hawkeye and Black Widow; maybe these answers will come during the 'Black Widow' film. I'll be interested to see if there were more, smaller threats out there that they vanquished and also if there were other heroes that maybe fell during any of these potential encounters.
