Even though I feel like Batman is arguably the more equipped of the two . I feel like what keeps batman from the goat discussion is that he has no ambition to take it to the next level. I mean Batman is really just a glorified janitor when you think about it. Take someone like Adrian Veidt or T'challa and drop them off into Gotham, there would be no crime problem.

Adrian Veidt may not be the best moral example, but he at least needs to ride on his enemies. Joker has killed thousands, possibly millions. There's no reason why dude should be breathing. Lelouch would have at least gotten rid of all the jokers of the world.
