Its a European studio and there were a couple on the leaked XDev list. XDev is sonys external development studio that works on all the 3rd party developed games that sony publishes, like Returnal, Sackboy, Rise of Ronin, etc. etc.

Sumo Digital was on the leaked list making an open world game, not sure if this could be it.

I think there are some hints it could be from ‘People Can Fly’ also. They made Outriders and this looks Outriders-ish. I also assume they are probably done working for Square Enix as they already screwed them over

Seems like an "unknown" European studio as of right now. Rumour is People Can Fly or Wushu.
