She still could be. The trend now is to not take money from pacs but instead to take large amounts directly from CEOs of certain industries. That was the whole Beto thing, he pledged not to take pac money and didn't but still got the second highest amount from the oil industry in all of Congress. I don't know whether Gillibrand is doing that but the fact that she met with wallstreet prior to announcing her candidacy makes me suspicious.
