I read it more as the fact meritorious qualification is taking a backseat to quotas, it’s difficult for him to assess the scholarship of BIPOC students or academics. I don’t believe he is saying there aren’t qualified candidates. I’m not necessarily agreeing with him, but it’s more nuanced than you’ve framed it.Here are his exact words:

1. Yes, off the simple fact white males don’t face systemic obstacles that hinder the attainment of academic credentials. There will always, for as long as white supremacy thrives, be a surplus of qualified white male candidates.
2. I think many of the BIPOC candidates aren’t subject to the same scrutiny their white peers are, because of relaxed standards in response to diversity concerns. Does this mean they’re not as qualified? I think that’s a deeper discussion than reducing it to a simple comparison between the challenges faced by whites and BIPOC. One can argue that many BIPOC, as a result of the racism they anticipate, go above and beyond over the course of their studies so that there is no question of their qualifications.
