I don't believe he imagined Betsy but the double take at the mirror does show he's unstable still and will likely act out once again.
if you go back and watch, you can see Travis is kind of immortalized and seen as a hero/vigilante. Easy enough to believe New Yorkers back then seeing someone like Travis as a hero after doing what he did.
