It could be the future, the issue is that none of the drill artists have the talent to take it there, I would love to hear a sample-drill album from an artist that has the ability to rap about more than a handful of subjects. It'd be hard 
The other major problem are the common drill kits used have some of the most pathetic drums conceivable, just a soft, tinny high-hat and a flat snare - and its not that conducive to proper sample usage.

I think it’s dope when done right like that Being Honest beat but there’s too much lazy trash being put out though. Some are these dude are just taking a snippet of a song, looping it and throwing some drill slides on it. Was on my IG and came across one of them Drill dudes rapping over what was basically a loop of the Cailou theme song with some drill slides mixed in.
