I’d say so. This is just his 1 year WCW stint...
-All accounts say he came off as a bully whose only tactic was intimidation and fear.
-Banned heels and faces from socializing at all outside of work. They couldn’t stay in the same hotels or work out at the same gyms.
-Made cuts to production aesthetics and lighting. Matches went back to looking dark like the 70’s after it had just gotten better in WCW.
-Removed mats from outside the ring, so it was bare concrete when they took bumps.
-Banned coming off the top rope...right after Brian Pillman and Jushin Thunder Liger had arguably the match of the year at Superbrawl. Also he pushed a light heavyweight division so this really made no sense.
-Pushed his bum ass son Erik Watts who nobody wanted to see, and even the Power Plant people said wasn’t ready yet. He even tried to get Steve Austin to put him over and Austin refused.
-Tried to force wrestlers to take pay cuts because in his contract he got paid for every dollar he saved. Told them if they didn’t take pay cuts, he would turn them into jobbers. Tried to sign people to nightly contacts after their contracts expired.
-Made wrestlers stay til the end of every show even after they already wrestled. Banned spouses from shows and kids from locker rooms.

-Asked Paul Heyman where his beanie was when he first met him.
-Told Mean Mark Callous nobody will ever pay to see him.
-Ric Flair wanted to come back from the WWF earlier than he did but didn’t because Watts didn’t want to pay him shyt.
-Called Medusa a c*nt.
-PPV rates, TV ratings and house show attendance all dropped during his tenure.
