Is Bane the GOAT villain?

Low key Dark Knight is the best movie out of the whole Batman series. I can't think of a better villain, to me Bane is GOAT, let me know what y'all think. Shoutout to Drago though.

the whole movie was disappointment, they tried to add too many characters

nah. he was cool but the plot twist kind of reduced him to a henchman and the voice...good lord, the voice...it was terrible. dude sounded like a sarcastic scuba diver.
