The first thing to make it really happen is to have a good story. Then, you can get financial backing. It doesn't have to be a black billionaire.
Second, it doesn't have to be an all-star cast. You can always find a diamond in the rough.
Black Dynomite was a crime drama film but with a 70's spoof feel. The writing was great. They can make one without a spoof feel.
